Arizona Law Agencies Impound Over 18,000 Autos in One Year
In August of 2005, a law took effect in arizona that requires that vehicles involved in traffic accidents be impounded for 30 days if the driver does not have a Drivers License or Proof Insurance or Financial Responsibility. The Phoenix Metropolitan Area agencies of Glendale, Goodyear, Peoria, Phoenix, Avondale, Mesa and the Maricopa County Sheriffs Office have been tracking data of Autos towed. In the last year, over 18,000 of these vehicles were impounded.

The City of Phoenix developed a model to process the violations and gave special training to officers so that they may processes the violations correctly. Other agencies have followed the Phoenix Program.
The State of Arizona will not issue a Drivers License to do not in the country by legal means. Immigration rights groups say this law targets families in country without legal citzenship or visa. However they still can obtain auto insurance without an Arizona Drivers License to avoid having their car impounded. The main purpose of the law was to reduce the amount of financial damage caused by uninsured drivers in the state. Back in 2004, it was estimated that 30% or more drivers on the roads in the State of Arizona were driving without insurance or proof of financial responsibility.
The cost of a Liability Insurance Policy in Arizona can be as low as $300 a year for someone with a clean driving record. Even with a few blemishes and factoring in young age, its still a better idea to carry at least minimum Liability Insurance than to pay upwards of $1500 in fines and lose an automobile for 30 days. If the auto goes unclaimed, the garage that towed the vehicle has the right to auction it.
